[13.3.10] A technique for reducing the average light output delivered by a light source, by effectively switching the source on and off rapidly at a rate faster than double the utility power frequency.

Note: For an LED, the driver or electronics are modifying the current signal so that the average value of the delivered current corresponds to the dimmed light output. The longer the current is on compared to the off periods, the higher the total power to the LED.
