[11.1.10] The ratio of the thresholds of a square-form flashing light Ea and of a steady light E0, in point vision conditions at night. (See point vision and point brilliance, E.)  The ratio depends on the duration in seconds t of the flash according to:

E0/Ea = t/(0.21 + t)
